What are the legal reasons for giving a notice to tenant?

Doesn't pay the rent on time
Stops paying the rent
Breaks the lease or rental agreement by not will not fixing the problem resulting to breaking the lease agreement (like people living on the property that are not on the lease)
Causes damages to the property
Is a nuisance by disturbing tenants and neighbors

For what reasons can you not evict a tenant?

You can not determine an eviction based on race, sex, religion, national origin, marital status, sexual orientation, amount of children in the household , type of job they have, physical appearance, mental disability, or if tenant receives public assistance
You may not not retaliate against the tenant.
You may not evict a tenant if they file a complaint against you for something that is broken or if it violates city codes.
You may not evict a tenant for calling emergency services.

Can a landlord lock a tenant out or place their stuff outside?

No, landlord does not have the right to lock tenant out or place tenant personal belonging outside. This could lead to more serious civil matters to be filed against landlord possibly some criminal charges can be placed against landlord. Depending on the circumstances.
